It's not so much that Apple "chokes" USB speed as the design of USB 
itself. PCs are a bit faster with USB, but not much. It's the nature of 
the bus -- most such protocols rarely work at more than 70-80% of their 
rated maximum speed in the real world, and sometimes at much lower levels.

As far as I know, USB 2 is *not* supported by the classic Mac OS, so 
there would be no benefit to installing a USB 2 card unless you are also 
running an unsupported installation of Mac OS X.

If you want a fast CD burner, consider adding a FireWire card and buying 
a FireWire CD burner.
