I have had this problem more than once, and this time I cannot remember how I managed to get it to work before...
If I copy my working copy of Eudora (in this case v5.1 and OS 9.1) from one Mac to another, the mailboxes and address book of the new copy are empty. I have copied the mailboxes over separately, and the contents are there, but the application refuses to access them; if I check the menus, all that are there are the basic items.
