Ok, you�re rigth.

Any extra-safe procedure are always the choice.

But in fact the Power-up circuit �drains� any residual
current from primary capacitors in just few minutes
(as I  checked it with a DVM on my 8500 PSU), the REAL
DANGER is handle a PSU turned On!!.
