I agree, that has been my experience with both PC and Mac PSU's, it is
normal practice for 'bleed' resistors to be fitted across any high voltage
capacitors so they discharge to a safe level within a few minutes, if you
are at all worried then just unplug the PSU 24 hours before you intend to
work on it.
