I picked up a used Power Mac 5400/180 running System
7.5 and decided to try to upgrade it as far as I
could. Taking it from 16 MB of memory to 136 MB was a
piece of cake, but I'm having problems upgrading it
from 7.5 to OS 9.1, which according to Apple's web
site isas high as I can go. I ordered an OS 9.1 full
install CD online and when I try to upgrade and boot
from the CD by holding down the C key, the CD-Rom
drive spins and the computer locks up after about 10
to 15 seconds. It will boot off of the original
system 7.5 CD. Any ideas?

It's a full install CD but is it a universal install CD? A universal install CD will be white. A machine specific install CD won't be white and will list the machine(s) for which it is intended. There is no machine specific CD for a 5400 so you would need a universal install CD. Given your info this is the only thing can see that would be causing you problems.
