It will use the G3 processor at whatever speed it's set to. However, it probably will not use the backside level 2 cache without the extension, so it won't be quite as fast as it would be otherwise.
If it's a 7/8/9X00 PCI PM then the backside cache wouldn't be enabled with extensions off. If it is a G3 PowerMac (shipped with a G3) then AFAIK it will have the cache active even if extensions are disabled at startup.
