SPAM volume

In the last few days (coincidentally, since getting my filter setup 
organized) the volume of spam I've been receiving has skyrocketed. 
This weekend I have received over 70.

Spam is costing billions in lost productivity etc around the world. 
It's long past time when something effective should be done about it. 
Are any governments going to criminalize spam?
