These are the two to play with. I can not remember the settings, but IIRC, you do NOT want to delay motor start, that is a setting used with servers to protect the power supply from too large of power demand upon startup. Try reversing the current settings (Jumper ME and do not jumper DS). Since there are only 4 combinations, and you have already tried 1, it should not be too hard to experiment with these to get your drive working.
