I see that there is a little blurb with URLs on page 27 of the July MacAddict about how Quartz Extreme (designed for AGP video) can be enabled on a PCI Mac with a Radeon PCI video card.
Yes you can do this, and it gets you, *at most*, a 5% boost in performance *when* you're not doing anything that accesses the PCI bus, like downloading from a digicam via firewire, for example, where QE hammers your system.
