Well, if you downloaded it and unstuffed the archive, it's installed. The
only thing you may need to do is move the help file to the help folder
within the system folder.

If you are feeling adventurous, try downloading the OS X version, open the
package file, and put it's help directory into the help folder. You then
have a searchable help file that you can use with Help Center or your web
browser. While it is specific to the OS X version,  much of it also applies
to the OS 9 version.
