No one ever brought out a 256 Meg DIMM (168 pin 5v) for the PCI Macs. 128s were the largest. 256 and even 512 Meg DIMMs were planned, but when the trend went to a different type DIMM, they never materialized.
I'd check Apple Profiler to see what they are exactly. I'd be willing to bet that the total RAM is 256 Meg via a pair of 128s, or someone is counting the total RAM for pairs in the Mac. That was a common way to measure RAM in the older computers that required pairs of SIMMs (72 pin RAM) or sets of 4 matching SIMMs (30 pin RAM) IE: a pair of 32 Meg 72 pin SIMMs would be rated as 64 Meg of RAM and 4 - 8 meg 30 pin SIMMs would be called 32 Meg.
