jpeg is the extension, not the filename, and ever since Windows 95, Windows has been 
able to handle both long filenames and extensions.

My Windows systems will recognize and display files just fine if they have a .jpeg 
extension. I don't know about others, it might be necessary to establish an 
association with the extension first. (I use ACDSee for most of my image viewing, and 
it establishes a number of associations, so I don't know if that's where the 
association is being made. A bare Windows system will use Internet Exploder to view 
jpeg files. Honestly, I think IE knows what .jpeg means too.)

However, if the file doesn't have an extension, Windows systems generally aren't sure 
what to do with them.
