I had this problem occasionally myself way way back when.....
What I discovered was: (follow these directions)
yes it has to be a jpeg file - adding .jpeg to it won't do squat, if anything it'll confuse things more.
Ok, you've composed your email, clicked the add attachment tab, select the jpeg file you want to send.
Now in your OE window you should see your attachment file under the subject line where it says: attachment.
Below the attachment file window that list all your attachments, there will be a light grey bar that usually says:
encode for any computer (AppleDouble); no compression. Click this, and it will open up an options window.
Select the following: under encode for, select: Windows (mime/based64), to the right of this where it says : compression, select none. Then below these, where it says: compatibility & efficiency, select: append windows extensions to file names.
This was one of the biggest things I hated about OE. I use to have to send quite a few low rez photos via email, and If I forgot to select that encode for windows options, I got flooded with the "I CAN'T OPEN IT" rants. This should take care of 99.9% of all people who will receive your attachments, the other .1% need to get off of AOL. AOL's mail protocol / servers were notorious for screwing up email attachments, although they have gotten much better in the last few years. Also, being on dial up, you may want to keep your file size under 1meg or you'll find yourself spending a lot of time uploading those attachments and the people you're sending them to will be spending an equal amount of time downloading them.
Barring all of the above, your windows user may need to learn how to configure their computer to view photos- I have also run into this issue.
