1) Did you try starting up without any floppy drive connected at all?

2) Just a long shot, but try starting up with a different mouse or no mouse at all. If 
that doesn't work, try starting up without any ADB devices connected at all, just 
using the button on the front of the machine.

3) Of course, you should try resetting the PRAM, even if there's no particular reason 
to believe this will work.
