First of all did you install the software from Apple that allows USB cards
to work in 9.x.x and below?  I believe the last version was 1.4.1 and it can
be found in the download section of the Apple knowledge base.  This allows
USB cards to properly work in OS 9.x.x and below.  If it's not installed you
can forget using the card.  Do a search in the knowledge base for USB card.
It should come up.

Also I believe USB 2.0 is not supported in OSes below OS X.  I have a
Firewire/USB 2.0 card in my B&W and when I switch to 9.2.2 I always get the
message that  "a USB port is drawing too much power and will be shut down".

You might have to stick using X and work in Classic mode, but try installing
the patch from Apple and see if that helps.  Good luck.
