Frankly, a video card is the last thing I'd upgrade for web surfing. First
I'd upgrade the internet connection, then memory, then CPU, then disk.

The biggest speed-up for web browsing on my 7300 was going from a modem
to DSL. Adding memory and especially moving the browser cache files from
disk into memory was another major boost (if your browser doesn't support
an in-memory cache, it may still be better to set the size of the disk
cache to zero if you have a broadband internet connection).
