These 2 improvements will noticeably speed up your Web Surfing experience.
But, keep in mind that a 1GHz eMac is $899, refurbished, at www.AppleStore.com Look in the SPECIALS section, bottom let corner of the webpage. Such a G4 machine is a big improvement.
Frankly, a video card is the last thing I'd upgrade for web surfing. First I'd upgrade the internet connection, then memory, then CPU, then disk.
The biggest speed-up for web browsing on my 7300 was going from a modem to DSL. Adding memory and especially moving the browser cache files from disk into memory was another major boost (if your browser doesn't support an in-memory cache, it may still be better to set the size of the disk cache to zero if you have a broadband internet connection).
I guess I'll chime in with my 2�. I'd have to agree with Jeff. I went from a 56K to DSL and even my 6200CD cruises the web very comfortably. Along with increasing the RAM, if you don't have in, an L2 cache card helps a lot.
