The CD-ROM is SCSI ID 3; the basic hard drive is SCSI ID 0; you must 
change the SCSI ID of the added SCSI drive to 1 (or 2, 4, 5 or 6), and 
remove any terminators which may be installed in that drive.

In some DT case models (all of which come with a CD-ROM as standard) the 
termination is done at the CD-ROM, in which case no hard drive should 
have terminators (or should specify terminator enable).
