I recently spent a rather frustrating week or two trying to piece
together a "souped up" 8500 from parts of a 7500 (about 250 MB of RAM),
an XLR8 ZIF carrier and an Apple 300mhz G3 card. Finally pulled all the
RAM, carefully inspected it for orientation, and reseated it, making SURE
it all "bottomed out" in the slots. One DIMM was just a bit loose. When I
reassembled the machine, it fired right up and now works flawlessly! Some
of the RAM DIMMs were a bit harder to seat than others.

Something you might check (I know, it is a PAIN to get at the RAM,
but...).
