Low level format is inhibited by those drives which cannot be low-level formatted. Just about every SCSI drive may be low-level formatted, and some EIDE/UATA drives can as well. But, most EIDE/UATA drives cannot. Low level format doesn't change the "factory defects", but it may (and should) change the "grown defects".
