Low level format is inhibited by those drives which cannot be low-level 
formatted.

Just about every SCSI drive may be low-level formatted, and some EIDE/UATA 
drives can as well. But, most EIDE/UATA drives cannot.

Low level format doesn't change the "factory defects", but it may (and 
should) change the "grown defects".

Low level format doesn't change the unchangeable areas reserved for drive 
use, such as the spare cylinders and the maintenance cylinders (where special 
indicators and/or firmware is often located).
