To my knowledge this only happens if the computer is shut down improperly. I must also assume each time you cold boot that your drive is checked and verified. This happens before the system can actually start.
In the days gone by (me!) when I had a IIvx mac this happened almost everytime it was restarted, and it never affected the machines operating, you just had to empty the trash now and then, with my PCI mac I get this when I program crashes - Explorer or Photoshop are the ones that occasionally put their temporary cache files etc as rescued items in the trash.
What is inside that folder ?
In the trash chapter of "sad mac bombs and other disasters" it is written:
The Mac OS creates a special folder called Temporary Items. Any program that is written to be aware of this folder places their temporary items within this folder. After a system crash however the Mac automatically places them in the rescued items folder in the trash."
and then are some suggestions on how to recover those rescued earlier invisible files inside that one.
I guess that a badly written program could have this result ?
But as long as you saved your work, - there is nothing in the tempfiles that you need to worry about.
If you are annoyed by this try to look for invisible temp files inside the systemfolder or in the programs on folders. With Norton or Sherlock.
Otherwise just empty the trash and move on.
