I need to buy a cheap video card for my PPC 8500, system 8.6. Needs toe
under $30-40. It seems reasonable to get a Voodoo 3 or an ATI Rage 128 from ebay
for about that much. I think I found drivers online.

My recommendation, as long as you are staying with 8.6 or moving up no further than 9.2.2, is a Voodoo 3 3000 or better. This card smoked a Radeon 7000 in day to day use, but is not supported in OS X, otherwise I would still be using it.

My questions are:
1) Do I need to look for specific Mac versions? My understanding is that
there is only one version of each of these cards. Will I need to "flash the
ROM?" I don't really know what that means, and I'm not sure I want to go exposing
myself to computer hardware!

Flashing cards is not too tough as long as you have the files you need. However, if you fail, you may make the card totally unusable. Save yourself the trouble and get a Mac card. They go on the swap list for under $30 most of the time.

2) Are there any other cheap cards that you might think were appropriate?

It all depends on what you want the card for. For gaming, don't scrimp. For day to day work, almost any card will be faster than the on board video. Just keep an eye on the swap list or post a want to buy there. You normally get better deals than ebay.
