I opened it up to verify all appropriate cables were plugged in, which they were. The SCSI cables look okay as do the connections between the power supply and the motherboard/drives. It had a dead PRAM battery, which I replaced with a new one. The new one was tested good with a volt meter and installed.

I tried zapping the PRAM, NVRAM and well as holding down the CUDA switch, to no avail.

My next thought is to reseat all ram cards as well as the processor, however, it looks like a daunting task as I assume that _everything_ has to be removed to access them.

If anyone can shed some light on the correct troubleshooting procedure

Strip the machine and try booting after each change... By that I mean eliminate variables until something starts to do something. Disconnect all external peripherals - including the keyboard. Disconnect the internal hard drive(s), pull all but one DIMM, etc. Heck, pull all the DIMMs - then you should at least get a complaint chord.
