Yes, there is an early iMovie (2.0 maybe) app which works on OS 9.1, but it's not on Apple's site for some reason. It came with the last iMacs and iBooks that had OS 9xx. I have used it with OS 9.1 and it works pretty well and you can find the CD's pretty cheap. No iPhoto until OS X though.
I wouldn't mind playin with iMovie.
iPhoto - eh. GraphicConverter is more useful, IMO.
