Chris,

You can max the RAM with 2 64MB 168 pin 5 volt Dimms and could run OS 9.1.
If you have less RAM then 128MB I would stick to OS 81. or 8.6.
You can also get a L2/G3 upgrade for the 5400. The G3 card slides into the
cache slot and off your running at G3 power. From the reviews I've seen the
G3 upgrade doubles the speed (feel) of the Mac.
I have a 5500 logic board in a LC 580 case and I used OS 8.6 with 64MB RAM
and when I upgraded to 128MB's of RAM I installed OS 9.1 and it works well.

I;m not sure what software you'll need to make it an answering machine, but
it is possible.
