If you can find the Microsoft Office 98 set it includes Outlook Express.
Later versions probably also include it.

I use OE with 9.1 and it works well. Some of the install CD's have OE
included, iMac & iBook I think. I don't really want to use M$ products but
Outlook Express works for me as good or better than anything I've used in OS
9.1.
