I have always wondered about the modem speeds too. I have 2 US Robotics
Sportster 56k x2 modems.

I use the external modems on my LC5500 (LC580 w/5500 board) and my beige G3
and I get the same measly 28.8 - 31.2k on Apple Remote Access panel.

I have lived in 5 different places in 2 different states, with 2 different
providers and the speed has been always  33k or below with the same
equipment. I'd love to see anything above 33k on one of these but I have
given that up long ago.

The Global Village modems seem to sell higher than anything else. Are they
better in some way ? or Faster ?
