Looks like each harddrive/device is competing for its share of current which the 300W power supply can't handle simultaneously at startup ...
The 390 watts from the PSU shuold be enough.
I'm driving a 36 gig 10K drive from the 300 watts in my Beige G3 (a modification from the Beige's 170 watts) with no problem.
You might want to try setting each other SCSI drive to spool up based upon its SCSI ID, meaning no delay for drive 0, a delay for drive 1, twice that delay for drive 2, etcetera.
But with 390 watts, I can't see where the problem could be, unless you also had 1.5 gigs of RAM.
