Sounds like my worst nightmare. Just be thankful that it didn't happen six years ago 
when the 9600 was still worth something.

Let it cool down for an hour or two and try your normal startup. 

Having said that, and knowing that you don't have a spare power supply, cut the power 
and check all of the cable connections on the motherboard. remove and re-install your 
DIMMs. Then lets check your power cord to the CPU. Lets check your PRAM battery. Lets 
check your ADB cable or USB cable  or whatever you are using to connect your KEYBOARD 
to the CPU. Especially if  you power up from the Power Button on the Keyboard ? Lets 
try a different keyboard. How fast and of which type was the original 604e processor 
?? Tsunami or Kansas compatible?  Got one you can throw in ?

The Daystar Genesis and Millennium PCI clones were prone to croaking completely 
without warning. On their website Daystar published a LIST of what components to 
remove and verify and in what order to restore functionality to Tsunami-based Macs and 
Clones. Dig it out.

Pull all of the RAM and try to restart it with NO RAM. You should hear something 
unusual. If you have had a power supply or motherboard failure you can pick up a 
replacement on eBay for the price of a pizza (large, no anchovies). Try out the RAM, 
G4 card and PRAM battery in one of your other PCI Macs.
