Well, no it does not load when placed outside. It just surprised me that some extensions acted immediately without needing a restart when moved from the ext folder to the disabled ext folder (which is what the ext manager does in effect. You have to close the ext manager afterwards for it to happen.) I had always assumed exts had to be loaded at start up but this is obviously not so.
