It's not exactly a CLI, & it's not built into the system, if it it comes to my needing to do that sort of thing in the Classic Mac OS, the usual way I handle getting an automatic text list of a bunch of files is to drag the windows into BBEdit (there's a free "lite" version of this text editor out there on the Net that also allows this functionality.)
