Definitely check all support info or manuals you can find.  If it turns out 
not to be a jumper setting have you tried any other hard drive formatting 
utilities?

Lido is Freeware and is comparable to OS 8 Drive Setup 1997 time frame.

There is also a hack for OS 7.5's HD SC Setup that will format many non-apple 
drives. You can downloaded the patch version of HD SC Setup from:
http://home.earthlink.net/~gamba2/hd.html

And there are  directions for hacking OS 8's Drive Setup for non Apple drives

Or you could try finding an old copy of the OEM FWB 2.x that shipped with 
many new hard drives of that period. I think I still have a few copies (maybe 
still in shrink-wrap). I have seen them on the swap list selling for a few 
dollars.
