I don't think this would make a difference for him; when at school, he can't browse the sites he wants; he want to be able to connect to his home server via (IP directly or DNS entry, won't matter) and see the Real World outside of the school via proxy.

Pretty harsh school policy, in my opinion, and I worry about how realistic a perspective they can provide if the block the "rest of the planet".
