why block BBC news? I don't know that he's in the US, not checked on his ISP, but IMO getting booted from a school that doesn't want you to know what the Real World (tm) thinks could only be a good thing. Maybe that makes me a liberal but... current trends in US politics and education scare the stuff out of me.
Anyway to reply to the OP's followup: there are many easy ways to do this for OS X; for OS 9.1 and under, your options are more limited. Especially if you on't want to pay much.
