I've only just joined this list and have missed most of this thread but don't forget the usb update software which you can find by doing a search on version tracker under os8/9 with the keyword usb.
Apparently os 9.1 is only designed to support the usb chipsets that shipped built into actual macs. The usb update supports pci usb cards and runs on mac os 8.6 and up I think.
