You have to be able to use the Updates Notification web page to do the steps
I outlined:
Personalize your Windows Update
1. Select Start, and click Windows Update
2. Click Product Updates
3. Click on Personalize
4. Uncheck Windows Critical Update Notification 3.0
4. Click on Update

Use the MS Downloads page
http://www.microsoft.com/downloads/search.asp
Select your Product Name, say Windows 98 (original)
Select OS, say Windows 98, select Show Results, say Most Recent
Click on Sort by Date, click on Find It!
