If the fax works all the time and the modem is an on and off thing,
you may want to see if they have a new setup string for your modem. 
It sounds as if its not able to make good connection to your ISP
modem. There are some higher speed (56K) modems that do not work well
together.  The protocols of one may have to be simulated in the other
to get the best connection.
