You ISP is either lying to you or incompetent.  Those messages do no not 
emanate from your local LEC or CLEC they come from your ISP.  They are 
having problems and if it continues call them on it again and again.  Ask 
them for a small list of their customers to confirm if there is any trouble 
with their connections.  They most likely will not comply under the  guise 
of privacy.

Don't let your ISP try to fool you, they need to know that without you all 
of them would be on the street looking for work.

On the distaff side did you test your modem configuration?  The messages 
are emanating from your ISP but you could be contributing to them with a 
glitch in your modem.
