If you have a service to offer or a product to sell then your own domain 
for your own site is helpful, having a domain name like www.yourname.com is 
much better than www.whoever.com/yourname.html as it's short and easy to 
remember.  See Tophosts for a complete listing 
http://www.tophosts.com/.  You will still need an ISP to dial into the 
Internet, you receive email just as you do now.  You don't need to have 
server software installed unless you plan to host your own site, I don't 
recommend it unless you have a strong grasp of the technologies involved.  HTH
