To speed up web-browsing, I always turn off the picture display function in
my IE.

But nowadays there's something much more annoying than those still images,
as everyone knows, called FLASH, which consumes more bandwidth hence more
time to download.

Before our legislators pass a decision outlawing these FLASH devils, can
anyone kindly offer some advice on the methods to turn them off?
