however, the problem with flash movies is their size. when you visit a
webpage containing flash, the big flash file will be transmitted into your
PC, costing you several minutes before the transmission is finished. it is
this waste of time that bothers you most.

by removing shockwave plugin, the flash file won't be displayed anymore. but
it's already in your PC, and your time has already be wasted.

can we stop it in the first place?

Shockwave Flash?
If so, you would have to remove the shockwave plugin.
MyComputer --View -- Folder Options...
FileTypes tab
Scroll down to Showckwave Flash Object (SPL, SWF file types)
Click Remove button
follow remaining prompts
