Of course this is not normal, and your ISP has obviously
downloaded some garbage on your PC, or some program has done
it.  Could have something to do with your boot up problems.
Dump all of the windows temp folder, cookie folder, AND temp
internet files folder, AND your history.  Also open windows
explorer and look a the temp internet files folder (this is
the only way to see the subfolders, they cannot be seen by
just opening the temp net files folder) and delete all of
them.  Go to 'system information' and look under 'running
tasks' and what ever is listed there you do not know, do a
file find for it and find more about it's properties and you
can also see to the right of program listed what they are
from.  Delete or uninstall any of these are may be suspect
for showing the adds.  Also, cont-alt-delete and see what is
running.  I think there is an area at www.grc.com that will
scan a PC for spyware.

About popup killer that I saw some mention, I used it on
my other hard drive and it was.....ok,.......but did very odd
things sometimes.  It would get locked in some 'causality
loop' at some sites and would cause crashes.  I installed it
on my new HD and it doesn't work at all!  I think it is a
newer
version since I re-downloaded it instead of using what I had
on a CDR disk.  So, if you try to use it, don't get the
latest
version from their website.  There are many types of these
programs at www.hotfiles.com  Type  popup  and   pop up
in the search bar.
