The first part (run a program at a scheduled time) can be accomplished with a UNIX program called Cron. Several Windows versions are available: http://www.wincron.co.uk/ http://www.kalab.com/freeware/cron/cron.htm http://www.nicedata.com/Cronit/ I have seen programs that allow you to "kill" applications but none that are automatic.
