Is reinstalling win98 a possible solution?  IOW, are you capable of 
reformatting the hard drive completely and then installing 98 from there?
I have had to do this many times whenever I ran multiple OS's on a single 
drive.  Then I got a second drive and left windows alone on the first so I 
could mess with the second.  It's not a good solution but sometimes the 
only solution.  HTH
