Jeff...have you tried IEradicator?  It supposedly will remove any
version of IE from any version of Windows (except 2000sr2 and XP...I'm
sorry, but I don't remember what version of windows you have).....I've
never used it myself but I hear it works well

It won't work for Clint with XP, but it might work for you if you are
using a different OS

The option to open frame in new window is there if you had IE 5.01 and
the service
pack, then upgraded to IE 6.0
Somehow, when I reinstalled windows I have been unable to get IE 6.0
entirely off
my computer so that I can install IE 5.01 again and get those features.
