The cheapest and easiest is right on your computer if you use IE.
It's called Outlook Express and it's ideal if all you want is an easy way to
whip out basic web pages Open a new message and click View>SourceEdit and
you got yourself a Front Page style editor with the 3 tabs -  Normal View,
Source View and Preview. You can add images, animations, sound, hyperlinks,
java scripts, and more. Add picture and hyperlink are right on the toolbar.
Plus you have complete control over the source.
I have both Front Page and Outlook Express, and I still use OE for quick
pages.
Considering the price, it ain't bad at all.
