It should be noted that Front Page is not free from MS.
And to the contrary, you can work in both Front Page and Dreamweaver 
directly in the raw code if you prefer, this way if something breaks or is 
incorrect as no WYSIWYG is perfect, then it can be fixed.
Another tool, more of a WYSIWYN than a WYSIWYG is HomeSite from Macromedia
