Because the disk has just garbage. If someone installs and uninstalls
applications all the time, the disk gets gradually full of "garbage
files". So, instead of cleanup either manuall or with a third-party
utility, people often choose to reformat.

I usually backup all the DLLs under Windows/System/ and I have never
experienced any problems with drivers.
