Same as in 95/98, the deltree command.
And yes, system.dat and user.dat are your registry.
regedit is nothing but a convenient editor-viewer of those 2 files.
You can delete both right in Windows but scanreg will just recognize a "bad"
regisrtry on reboot and restore them with a backup (assuming it is enabled,
that is)
