I have a dial-up connection and 76 (or thereabouts) is a
little much so I pick up the free CD's at Target or wherever
and look for one with IE 5.5 or IE6.  That is how I got IE 5.5
and I have IE 6 on a CD from AT&T Worldnet that was
mailed to my wife trying to entice her to use their $16.95
service.  Sometimes there may be AT&T "junk" that must
be cleaned out but the price is right.  I haven't loaded the
IE 6 yet.
